POLICE OFFICER

Performs responsible protective service work in the protection of life and property through enforcement of laws and ordinances involving an element of danger. Applicant must be a citizen of the United States, at least 21 years of age, and have any combination of education and experience equivalent to graduation from high school and enrolled in or completion of Basic Law Enforcement Training (BLET) as mandated by the North Carolina Education and Training Standards Division. Hours worked by rotating shifts. Applicant will be required to complete a background investigation, CVSA examination, physical, drug screening exam and psychological examination. One year State-required probationary status. Beginning Salary Range: $31,326.36 to $32,891.04, depending upon education and experience. Five percent salary increase possible upon successful completion of a Town-required six-month probationary period depending upon starting salary. Possibility for annual Cost-of-Living-Adjustment, merit increases, and career ladder program increases. Only qualified applicants should apply.

ENGINEERING TECHNICIAN

An employee in this position will perform engineering type duties related to AutoCAD mapping, SCADA system maintenance, programming of electric meters, staking of electric distribution lines, inspection of overhead and underground electric lines, process finished work orders, and assists with load management activities. Applicant should possess considerable knowledge in AutoCAD, electrical power distribution, electrical metering, SCADA system equipment, and computers. Employee must have the ability to work independently and safely. The Town of Smithfield offers an excellent benefit package and work environment with the option of working a 40 hour week which ends on Friday at 11:00 AM. Minimum educational requirements: Graduation from a two year college with a major in AutoCAD or engineering technology; or an equivalent combination of education and experience.

Starting Salary: $30,950.40 – 32,510.40

POLICE CHIEF

Background: The Town of Smithfield is a diverse community with a full-time resident population of approximately 13,000, with a daytime in-commuting population estimated at 30,000+. Smithfield is the County Seat of Johnston County. By the year 2030, population within the 13 County Triangle Region projects Johnston County to be the second largest within this dynamic region of North Carolina. Smithfield is served by major transportation corridors, including I-95 and US Highway 70 and is located within the coastal plain of North Carolina, approximately 45 minutes from the State Capital and 1 1/2 hours from the North Carolina coast. Smithfield, as a full service community, is traversed by the Neuse River and has high concentrations of commercial and hotels/motels within its borders and adjacent to I-95, including The Factory Stores of America. Smithfield is home to Johnston Medical Center and Johnston Community College, both major and growing institutions. The Town seeks an experienced, progressive and energetic law enforcement executive to replace its retiring Chief. The Police Department has 43 sworn and 5 civilian positions and a departmental budget of approximately $3.3 million for FY 2009-2010. The Police Chief will be a part of the Town’s management team reporting to the City Manager in a Council-Manager form of government. Successful candidates will participate in an assessment center as part of the final selection process.

Responsibilities:
The Chief is responsible for a department encompassing all aspects of municipal law enforcement, including patrol, investigations, administrative services, community policing, and management responsibilities to include staffing, training, departmental human resources, budgeting and purchasing.

Requirements: Graduation from an accredited college or university with a major in law enforcement, criminal justice, public administration, business or related field and considerable experience of a progressively responsible nature in law enforcement management; or an equivalent combination of education and experience is required. Preference will be given to applicants with a Masters Degree in a related field, completion of the FBI National Academy, Command Officer’s Development from the Southern Police Institute or an equivalent command level course. Possession of, or ability to obtain within a reasonable amount of time, the NC BLET certification is required. The Town seeks a visionary with a strong track record in community relations, problem solving, community partnerships; staff development; and a high level of professional ethics and integrity. The successful candidate will be expected to work in collaboration with the Johnston County Sheriff’s Office, other law enforcement agencies, Town management, and all Town departments in the Council-Manager form of government. Accordingly, the Police Chief will have direct reporting responsibilities to the City Manager. The ability to apply mature judgment and sensitivity to working with citizens and various community organizations is expected along with possessing strong law enforcement technical skills, exceptional leadership and requisite management skills. The Town prefers candidates who have a background in both patrol and investigative work.

Compensation: The current salary range is $58,522.00 to $94,071.74 and the midpoint of the range is $77,778.27. The initial starting salary for the successful candidate will vary, depending on education and qualifications. The Town offers a very competitive benefits package.
