The major components of the Support Services Division are Records and Animal Control. Other departmental responsibilities and duties assigned to Support Services are:

* Regulation of taxicabs and rotation wreckers
* Computer and technical support

Records


The Records Section is located in the Smithfield Police Department at 110 S 5th Street. The Records staff is responsible for data entry of orders for arrest and subpoenas, crime analysis reports, and submission of statistics to the State Bureau of Investigation and for the Federal Uniform Crime Report (UCR).

A patrol officer creates an initial report and it is then turned over to the Records Section for processing. All information gathered during the initial report and afterwards in supplemental form is entered into a computer software program called PISTOL. Accident reports are also entered by the investigating officer into the PISTOL program. This information is entered via MDCs (Mobile Data Computers) from the officer's vehicle. A printed copy of each accident report is submitted to the North Carolina Department of Motor Vehicles. All motor vehicle accident data is housed with North Carolina Department of Motor Vehicles.

The Records Section usually receives incident reports within 24 hours after the report is filed, however accident reports generally take 3-5 business days. There is no charge for reports. There is a public terminal in the front lobby of the Police Department that houses a public copy of all incident, arrest and accident reports. (Note: Information pertaining to juveniles, sexual assault victims and missing persons is redacted. The details or narrative(s) of the incident are also not available.)

Animal Control

Pursuant to the Animal Control Ordinance adopted by the Town Council on February 7, 2006, all residents are required to purchase licenses for dogs and cats living in the city limits. The cost of these licenses are $5 for a spayed or neutered pet and $10 for a non-spayed or neutered pet. These tags must be worn by your pet at all times. These tags may be purchased at the Planning Department in town hall,with proof of a current rabies vaccination.

The Smithfield Police Department’s animal control officer investigates domestic animal complaints and other animal-related calls for service. This includes animal bites, strays, dangerous and nuisance animals, dogs and cats running at large, sick or injured animals, animal welfare checks and the occasional wildlife complaint. The animal control officer assists the county in the control of the spread of rabies.

If you have animal-related issues and need assistance from our animal control officer you should call Johnston County Emergency Communications at 911. The operator will take your information and dispatch the officer to your location. Animal Control is available to respond Monday - Friday, from 7 AM until 4 PM. After hours emergencies will be handled by a police officer.  Questions or inquiries should be directed to:
