Governor Cooper Releases "Phase 2.5" Information; Executive Order 163 in Effect until October 2nd

Governor Roy Cooper announced "Phase 2.5" of COVID-19 restrictions that will be in effect until October 2nd at 5pm.


Among the new changes in place beginning Friday, September 4th at 5pm:    

  • Gyms can reopen at 30% capacity    
  • Museums/Aquariums can reopen at 50% capacity
  • Playgrounds are allowed to reopen
  • Bowling alley's and skating rinks can reopen under the same guidelines as gyms
  • Limits indoor crowd gatherings to 25 people
  • Limits outdoor crowd gatherings to 50 people
  • Age requirement for wearing a mask in public changes to ages 5 and older.
  • 11pm alcohol curfew remains in place till October 2nd


Bars, nightclubs, movie theaters, amusement parks, dance halls, and other entertainment facilities will remain closed.

The following measures continue to remain in place for the Town of Smithfield:

--- You can still make payments at Town Hall but will do so via a speaker placed in our vestibule at the rear of the building. For additional safety, we are only allowing one person at a time inside the vestibule.

Please maintain appropriate social distancing outside Town Hall; lines are in place on the walkway for assistance.

The following payment options are available:

1. Pay online at Click on the “Pay Utility” icon on the homepage.

2. Call 1-855-603-9197 (debit/credit payments only).

3. Place your payment in one of the two drop boxes outside, either the drop box attached to the building OR in the parking lot. If you are paying with CASH, we ask that you please use the drop box attached to the building. (No change will be given; anything over the amount due will be applied to next month's bill)

Payments received in either drop box before 5pm will be processed for the date the payment was received.

  • Valid State-Issued Photo Identification And Your Social Security Number
  • Federal Tax ID Number (Business Accounts)
  • Deed/ Offer To Purchase/ Rental Agreement or Lease Agreement.
