NEW ON-LINE BILL PAY SYSTEM
The Town of Smithfield has a new on-line bill payment system. With this new system you will be able to:
View account detail
o Transaction history
o Address info
o Account info
o Consumption history
Pay your bill
o Pay multiple bills in one payment
o Save credit card for future payments
o Pay by Visa, MasterCard, Discover and American Express

There is a 2.5% convenience fee for each transaction and electronic checks are not accepted (see below *), but debit cards are. There are other means to pay without fees such as bank draft, two drop boxes (one free standing at the back corner of 350 E. Market Street and one near the rear steps), U.S. mail, your financial institution bill pay system or deliver in person. Please allow a minimum of seven days for your payment to reach us if using U.S. mail or your financial institution bill pay.
*Electronic checks are being phased out, but will be taken for the next three months by calling 1-888-272-9829. Press option 3 for “property tax or all other payments” and enter jurisdiction code 3989.

On-line bill pay should only be made through the official link below. Any other link is NOT authorized to transact business on the Town’s behalf. Other companies have been known to set up websites using the Town’s logo to collect utility payments.

Note: Customers who have water/electric service disconnected due to nonpayment must call the Billing and Collections Office to have service restored. Call 919-934-2116 Ext. 1105 or 1113.

Equal Payment Plan/Budget Billing
The Town of Smithfield's Equal Payment Plan is an easy way to spread out annual energy expense over a 12-month period. Billing under this plan will not result in any greater or lesser payments to the Town of Smithfield than would be the case with customary monthly billings.
The Equal Payment Plan does allow customers to pay a regular monthly amount—avoiding peaks that come with either summer air conditioning or winter heating.
Sign up for the equal payment plan is every April. Upon approval and signature of agreement, payments begin the following month.
All persons interested must have good account payment history, and their account must be paid in full prior to beginning the Equal Payment Plan. The agreement remains in effect for 12 months. The customer or the Town of Smithfield may decide to end the payment option after the first year. The Town of Smithfield reserves the right to request a payment adjustment conference with the customer between anniversary dates if it appears that the amount billed and the amount paid will vary by a substantial amount.
